Seyed Amir Mehdi Alavi, the spokesperson of the federation, provided details about the latest meeting of the Executive Committee, which focused on player transfer matters.

“The meeting was centered around player transfer issues,” Alavi said. “One of the key outcomes, following a proposal from a club CEO during a meeting with the Minister of Sport and Youth, was the decision that the contracts of free agents—players who either intend to renew their deals with their current clubs or sign with a new club—may be increased by a maximum of 30% over the amount registered with the League Organization.”

Alavi emphasized the implementation of new measures aimed at enhancing financial transparency in the upcoming Persian Gulf Pro League season:

“One important measure that will be strictly enforced in the upcoming season—particularly during the transfer window—is the signing of a declaration by both players and clubs confirming the stated contract amount. This declaration will serve as the official reference for players' financial entitlements and be treated as the verified contract value.”

Clarifying the 30% contract increase rule, Alavi explained:

“There’s been considerable discussion in recent days about the 30% cap. This figure will be based on the declaration jointly signed by the club and the player. That document becomes the foundation upon which any contractual increases will be assessed.”

Regarding foreign player quotas, a matter that has attracted public and club interest, Alavi added:

“There’s been extensive review of the foreign player quota system in recent days. In order to support the clubs and ensure that player values reflect real international market standards, necessary decisions have been taken. We will soon announce full details regarding the number of allowed foreign players and related policies.”
